Copying music. A Crime?

I think that most everybody has at one time or another taken a piece of music up to the old Xerox, despite the warning that copying music is illegal. My question is, should it really be illegal? I only ask this because I have never heard this "law" actually being enforced. How much money is truly lost from people photocopying music? Also is photocopying a piece for your own private use (i.e. page turn, etc.) offensive as well? How about rare orchestral parts that can't be found in the US (Shostakovich, etc)? Many solo pieces come with a piano accompaniment. What if you don't plan on performing the work; why should you pay for the accompaniment? There is also the down time of waiting for the music to arrive. It really would be easier just to make a quick copy of your friend's, and then you could get started right away. I don't suggest we take it up to congress or anything, but this law seems really silly sometimes. Your thoughts?
