In other words, the publisher that collects items from the public domain into a body of materials cannot legally or ethically charge you for those individual pieces of intellectual property. They CAN however charge you for the convenience of assembling those materials into a cohesive and convenient unit, and any ancillary NEW intellectual property introduced such as forwards, appendices, and editorial changes and comments.
