Technically, most all photocopying of copyrighted music is illegal.

Practically/morally, I personally think that bad page turns, out-of-print with permission of an existant publisher (often granted), out-of-print with an out-of-business publisher AND deceased composer (particularly if the original is in delicate condition), temporary study copies (to be disposed of in a week or so - and not to be performed), "emergency" faxes of single-original-copy parts misplaced less than a week prior to a performance, and perhaps even concert band/marching band copies (to avoid abuse and loss by students) AS LONG AS the FULL COMPLIMENT of parts needed for the ensemble was purchased from the publisher and ALL of the copies are collected and disposed of after the performance.
