That is correct, however photocopying a publication, wether it is in public domain or not, should still be considered wrong unless the actual publication you're photocopying is out of print. If you're photocopying a publication that is currently in print, you're stealing from the publisher of that publication... public domain or not.
As for photocopying for page turns, some publishers have specific stipulations against this. My personal opinion is that if the publisher doesn't do their best to work around page turns, they should at the very least offer their customers the right to photocopy it for personal use. I say this as a musician, and as a person who maks a tiny profit off of publishing music.
