I haven't read the Anderson orchestration book, and your recollection of his presentation of the tubas seems reasonable. I have observed (having read through other orchestration books) that those who write such books appear to tend to consult often anonymous "knowledgable colleagues" for their presentations of the various families of instruments. The information offered probably often reflects the particular enthusiasm these sources tend to have for various sub-schools of their families of instruments.
