I think you'll find if you look at photos of bands *before* the advent of the raincatcher, you will find both Eb tubas and mongo BBbs. I used a photo of the Marine Band from the 1890s (pre Sousa Band) in my ITG presentation and there's a big Swedish guy with a BBb of monsterous proportions. I can state that it's a big horn, not only in that it "looks" big, but that I know the height and weight (approximately) of the player because the cornet player described the front line of the band on parade (with height and weight) and how women enjoy looking at a group of large, well-built men in uniform.

Also found a 1914 photo of the Philadelphia Orchestra in 1914--the tubist has a horn which looks even bigger than the York. Donatelli might have been following a practice.
