33 Hz if about 16 cents sharper than the C six spaces below the bass clef staff or about 26 cents of the lowest C on most pianos tuned to A440.
Light flickering at 16 to 18 cycles can cause great distress to most people but I never heard of sound doing that. Pipe organs belt out those low Cs at great volume and no one is distubed!
