So...your solution is to hire enough "thoughtful person(s) who communicate(s) well" and reducing class sizes to 1?

That works if you want to teach tuba performance to the 3 kids in the district who want to learn the tuba. It doesn't help the other 1000 kids who need to know basic English, and Math, and History, and...

Any dolt can teach one-on-one.

Any dolt can teach a motivated student.

At the US High School level, that's not the job.
