St. Pete's -- tendency to be flat?

I current play tuba with the Coe College concert band. (Never been a student there, but I'm in the band. Go figure.) The other tubist is a freshman who is an good player in most respects.

Unfortunately, we were having a lot of trouble staying in tune with each other. So at break, we went down to play with the tuner & get our horns tuned. (She hadn't done the valve slides yet. Hmmm.) I tuned my horn (CC Piggy) first, then she tried to tune her BBb St. Pete. Her slides were almost all the way in, but she was still noticably flat.

I do not know if it's the horn or she tends to play flat on the low register, so I'm not sure how to help her on this. Then I figured, "Hey! Those guys on Tubenet know this stuff!"

So what are your opinions on this?
