One obvious reason would be, that your ears are good and your embouchure is in tune, while the 1+3 low Bb is not. In that case pulling the 3rd slide an inch or two would be helpful.

Can you do smooth and quite strong sounding lip glisses between 2nd partial Eb and pedal Eb? Working on that should give you the necessary embouchure control for a good low Bb. It could be profitable to do this with all possible chromatic fingerings.

And now some pure voodo from my working downwards through the bassbone range: Play the good C just above fingered 3. Relax your embouchure and let your diaphragm fall a bit while you slowly push your 2nd piston. When you have got a good B natural, then repeat the process by pressing your 1st piston.
