Yup, I've heard of Philip Catelinet (and i would love to hear that recording).

The place where I heard of English tubists by name prior to John Fletcher was the very same place, Bevan's The Tuba Family.

I probably have heard prior ones in orchestral recordings, but as far as knowing the player by name, i can't really say. Fletcher was the first famous English tuba player (well, at least as famous as a tuba player can be). I'm not a very good communicator in print, but i think this is closer to what i mean: throw out every tuba player that you've read about, then how many can you name that predate John Fletcher?

I think we are actually pretty close to agreeing ;^).

Then again, maybe not.
