major intonation flaws

My son the eupher reports that he tried out some new school equipment recently. The horn in question is a "marching baritone", but my question applies to just about any brass instrument.

He reports that the low Bb is VERY, VERY flat (with all slides pushed all the way in, it's 50cents flat - when the F,G,A... are in tune, the open note is an A!)

I suggested trying different mouthpieces (I think his standard "marching" mpc is a Schilke
Any other suggestions?
