well...it's brand new. New information: not only is the 2nd partial series a full half-step flat with respect to the rest of the horn (and a half half-step flat with respect to the tuner with the slides pushed all the way in), my son now reports that the quality of the notes is "bad. I don't know if it's because I'm trying to play a different note than it wants to play, or...". Every note from the "low" B natural on up is just fine, in both pitch and tonal quality.

For those who wanted to know the brand - it's a Besson.

Anyway, with luck he'll bring it home tonight and I can examine it. I've been considering implementing a variable gap receiver with duct tape.

His band director wants him to keep the relatively large mpc (I think it's a Schilke 50 - most definitely NOT a 51D), and seems to think that the idea of simply playing all those notes up an octave is just peachy. So, perhaps "problem solved"?
