Become a high school chemistry teacher. You'll work long hours for 180 days per year, which averages out to around 20 hours per week, as you wanted. You will earn enough to feed and house a family (modestly) and you will encounter some wonderful kids (as well as some clowns) who will make it all worthwhile. You will still be able to take gigs on weekends and evenings, and you will really look forward to them. After 35 years or so you can get a decent pension and become a musician full time.
It worked for me. (I taught physics, which was even better because I didn't have to deal with glassware and nobody ever told me how to do my job.)
