Germany, Austria, Eastern Europe, Denmark, Sweden, and Norway use concert pitch bass clef for tubas.
The Netherlands and Belgium follow the French practise.
I am less sure about Iberia and Italy, but I have gotten no hints, that they should diverge from concert pitch bass clef.
Whatever might occur of pitch related treble clef for tubas on the continent is the result of British pollution. Quite widespread in its own sad way.
In some ways i am one of its victims. But I have made it a habit to name and think all notes in concert pitch disregarding all clefs and notational transpositions.
