The piece was originally written for French Horn and the technique of singing and playing, as far as I know, is officially called "double stops". The William Kraft piece "Encounters II" uses this technique as well. I don't know of any tuba recordings of the Weber but there are plenty of recordings of the Kraft. Of course, they are markedly different pieces...
