AFM recording scales are set at the national level, not the local level. Every few years the producers feel like they can save a few bucks by moving to non-union recording towns. They eventually end up going back to LA and New York since they have larger bases of musicians that can perform in many styles and that’s where all of the world class recording studios are located.
As far as the sight reading, the LA/New York studio players are the best. The LSO was used in this movie for continuity. They played the first movies so the producer wanted to use them for the rest. As far as I know Mr. Williams would rather record in LA or Boston.
