For your garden variety beginner, I would say 'open up', because most beginners will tend to play very closed; but someone who has been playing tuba (I am assuming that he's been playing tuba with a good open oral cavity) is likely to be a bit too open, thus my suggestion to raise the tongue "a little higher". Most tuba players doubling on trombone sound like euph players -- and I did too, until I raised my tongue (along with some other, less significant, embouchure changes).
If I am in the minority, so be it. It won't be the first time!
