I am sure someone can give you a more scientific perspective, but I don't believe bore size has a lot to do with it. (Look at how high those pesky trumpets play, and they've got tiny bores!) Are you speaking of the Bb that sits on top of the staff, or the one four leger lines above it? I would suggest a lot of mouthpiece work, and try playing scales up high in marcato quarter notes at a good forte volume. You might also try to isolate the bad notes, and play chromatically around them to get a better feel for where they slot on your horn.
Before you buy a bigger tuba, try a smaller mouthpiece. (A Bach 18 is nice.) If you are bent on buying a new horn, however, and you find yourself in the high register often, I would recommend trying an Eb or F tuba. These horns are often much more nimble up there, and some of them even have a decent low range, too.
