3-valve Eb/low range/function?

I've been seeing a lot of 3-valve Eb tubas floating around lately. My question is how did the Eb tuba get by with three valves in brass bands? Would it not be necessary to have four vavles to have a low range on the thing? OR was the role of the Eb not the bass instrument, as the BBb is in bands of later years?

I thought about getting one to learn the Eb tuba on BUT I don't know what I would do without a fourth valve?

Anyone have an answer(s)?
