Sousa was conductor of the U.S. Marine Band from 1880 until 1892, when he formed his own band. I've seen no photos of the Marine Band during that period that included any instruments that appeared to be BB-flat. As Tom Railsback indicated, there is little documented evidence of BB-flat tubas in use prior to 1890, so it is unlikely that Sousa used any BB-flat instruments during his tenure with the Marine Band. As far as the music is concerned, almost all of Sousa's published manuscripts have been re-scored for modern concert band instrumentation, which would account for the lower range notes. Incidentally, Sousa almost never used published versions of his works and relied instead on hastily written by hand the evening prior to a scheduled performance.
