cure for noisy pistons?

One tuba I have is a 4-valve, small bore EEb or Eb Weltklang, a student instrument with a decent sound. However, the valves make a lot of noise when playing fast, especially.
Would new felts be enough to cure the problem? Where would I get them and how would I order them?
Or, if I sent a valve stem, and finger button, could new ones be found to be quieter, or is this unlikely?
Alternatively, would a leather guard around the casing be enough? (I doubt it)
Monster weights, I guess, are not really for this purpose and anyway it is said they work best on rotary valved instruments.
