I've got a couple of ideas. How about pulling the main tuning slide and attaching flooding the tuba's large branches with some water from a garden hose? It might dislodge whatever's in there.
Or you could get a length of large diameter (but still small enough to fit through the tuning slide outer tubes, PVC tubing at the hardware store and snake the horn out.
I once had one of our golden retreivers deposit a tennis ball in the bell of one of my tubas and the effect was similar to what you describe.
