Faster air maybe, but I don't agree about using the tongue to get it. I know that Arban taught this method and it became quite common among brass players. Today, I think players don't use this technique as much because moving the tongue up in the mouth changes the tone quality. Simply controlling the aperture while maintaining a consistent air flow speeds the air up just fine. That's what I teach my students anyway.
