With much tinkering on photoshp, the ad refers to two features: "compensating valve assembly" and "euphonium tuning feature". The first is described as:

"This instrument is constructed with three or four side-action piston valves in line and is fully and positively compensating". In particular, note the compensating loop coming out the bottom of the third valve. This is a Blakely compensator, no doubt about it. The interesting thing is that this horn was apparently offered in 3 or 4 valve compensating configurations. An extant 3-valver would really be a rare bird for some collector.

And you're right that this must be one of the first non-Besson compensators, though not the first side-action model, since you've seen my 1931 Besson side-action compensator with its very tortured plumbing layout.
