I don't know why he did it, although I suspect that he intended for the tuba player to be otherwise occupied by doublebass playing on the other movements.

I DO know that the worst lesson I ever had with Ron Bishop was on the day that a soloist for an all Beethoven concert cancelled, and the conducter decided to replace the concerto with New World. His week-long vacation turned into a full week of rehearsals, just for 14 notes. And no one paid more dearly for this slight than his students...
