Sometimes, these type of things are toungue-placement problems. Unneccessarily high tougue placement can make the mouth cavity too small and the sound too harsh even if the teeth are far enough apart. Apparently, from what you say, this somehow straightens itself out when you shift(?) to your low-notes embouchure.
I find that trying to make a certain TYPE of SOUND, rather than executing a certain TYPE of THING, usually brings forth better results. You DO have a SOUND concept in your head that you are trying to achieve(?).
Is there a beautiful-sounding "professional" tuba player in your town who might be willing to help you?
