that's just a formality, I've played with Galicia as have many other non-Spanish tubists over the past 5+ years that that seat has been 'vacant'. I auditioned first in 1999(by tape), followed up several times before being asked to play with them. If you've got good chops, I recommend you do the same thing. You probably won't get hired, but it'll look great on your resume.
sidenote, American orchestras have the exact same policy.. American citizens or those elligible to work in the USA. Many even specify that you must be elligible to work in the USA BEFORE you audition.. meaning, they will not sponsor you for a work visa. Xenophobia? Not really.
