Phosphoric acid is readily available. Just go to Sherwin Williams and buy a can of Jasco Metal Prep. I use it to clean steel parts and leave a phosphate coating, which helps prevent re-oxidation, prior to repainting. I also use reverse electrolysis to remove heavier rust from steel, followed by phosphoric acid. That should also work for brass.
