That depends on a lot of things. I personally don't have any problems playing it on the tuba, but I just can't get the right colour for it. If you can make it sound gorgeous on a tuba - why not? Unfortunately, most people can't, and thus it would serve the music better if it was given to someone playing it on a euph, or even the tuba player himself picking up a euph.
Anyway, if I had things my way, I would do it on a french tuba in high C. After hearing Jim Gourlay play it on that in a lesson I was convinced that that is the sound it needs. Sounds totally different from both 'normal' tuba and euph. Unfortunately, those instruments are quite hard to find.
