Have a look at Frackenpohl's "Concertino" for tuba and string orchestra. I think it would be great for your purpose. The tuba part is well within the compass of better high school players and the string writing seems easy enough for decent high school orchestras. It is a nicely written work that an audience can appreciate on the first hearing. I think it is available through Robert King Music. You can order it on line.
