The folks who handle your packages as they go through the UPS system are being asked to handle 1200-1500 pieces per hour. They don't have time or inclination to read your "FRAGILE" stickers. It's not that they don't care; they simply don't have time!

You need to make sure that the horn is packed properly each time it is shipped. If you have questions you should avail yourself to the services of one of the several companies that do shipping as a service. UPS itself now has numerous retail outlets (that used to be Packaging Express or something) that will help you with getting parcels to their destination in one piece, so to speak.

The reason your claim is being denied is that the inspecting representative is saying that the package had insufficient packaging. You may wish to contact a local UPS office and explain to them your situation and describe the interior packaging. You may succeed in getting at least a partial reimbursement of the repair costs.
