A couple of years ago I tried one from Brasswind; it came with a broken clamp, also, but I was able to bend a piece of music wire (hardened, high-strength steel wire, available in hobby shops) into a shape that would hold the strap together.
I absolutely hated the Silent Brass for Tuba, and sent it back, and I have forgotten just how the clamp went together and how I bent the wire but, perhaps, you might be able to figure something out.
