It is probably not necessarily your shortcomming but the horn's. A lot of old Ebs have this same problem. And it is much the same with many older German design F tubas. The big York and Conn Ebs are notorious for not being able to play low Bb.
I just added a 4th valve to a big Holton Eb for a client. This horn is a rarity, because the low register on it is extremely stable for the genre. With the added 4th valve it really kicks. The guy who has the Holton now had a big York Eb and credited it with screwing up his playing because of the bad response around that Bb.
Best of luck with the playing. I have found that a mouthpiece with a tighter throat might be helpful. I would suggest trying a Miraphone C4 or equivalent. Check the horn for leaks by stuffing a playground ball in the bell.
