if you absolutely have to carry that thing, bend the pad plate so it doesn't cut into your neck. Whoever plays the horn next will not be bothere'd by any mod you do to it.

f.w.i.w. I STRONGLY encourage you (if you are serious about playing tuba, and serious about your health) to STOP carrying a sousaphone, the sooner the better. You may well be "able to handle it" now, but by the time you're in your late 30's (or 40's or 20's or older for that matter) you WILL feel the effects from abusing your back by lugging the dang ugly thing around on a marching field.

I know its a tough choice, but the sooner you put your field time to better use in the practice room when you are young, the better your quality of life will be (and the better your playing will be in the future!)
