All of the never-plated raw nickel-silver Conn pistons that I've seen from the early 20th c. have been badly worn and very leaky...but that doesn't mean that all that exist are badly worn.
In the case of that person's particular instrument, it should be easy to determine - but virtually impossible to determine on a bbs.
