Sorry Joe but I completely disagree for both an obvious and one "not-so-obvious" reason:
1) dictionary-boy has already pointed out, an arbiter is a decision-maker,
E-Bay is simply a more-or-less access-able info site
2) to say that e-bay prices "set the standard" assumes not that e-bay
is the only site for tuba purchaser, collector or user traffic, but rather that it assumes that all significant collectors, hobbiests, professionals who trade (or would trade) in tubas have access to e-bay, or are active participants ON E-Bay
