Small bore Eb, rotary valves, cheap, and plays in tune? I would suggest a Cervany 641 Eb tuba. I have one and they're really nice horns. The only drawback on mine is that the low range has the typical problems associated with the German style F tubas. On my Cervany, the low (just below the staff) Db and C take a little extra attention to get just right. Otherwise, this horn has a really amazing singing sound, very solid intonation, 4 rotary valves (I added a fifth to mine), and only costs $2395 new. I ordered parts from the factory to assemble a fifth valve and the total deal was under $3000 for everything. Play one yourself and see what you think.

My opinion for what it's worth...
