Double-flat (bb)

Washington Grays march by Grafulla (Carl Fischer, publisher) is in five flats. However, in the bass part there are two B's in the staff (each the first note in the measure and no slur carryover) written with double-flat accidentals. A double-flat (bb) is supposed to lower the note by one tone.

Logic tells me to disregard the first flat and play the notes A natural. I'm curious about what could have been behind this notation.
