My experience is that the band will furnish instruments to everyone. Depending on the quality of the instrument and the preference of the individual playing it, it's possible to request something different that fits within budget constraints.

I would guess most directors couldn't care less what instruments people use. As for section leaders, you may encounter one who prefers that everyone play a certain type of instrument. However, usually folks are accomodating when it comes to instrument choice.

In the USCG Band, every member of the tuba and euphonium section uses different instruments. Besson and Willson euphs, Hirsbrunner HB2/HB2P CC's, Nirschl 4/4 CC, Perantucci PT-6P, MW 45 SLP F, Besson 981 EEb- all are used at one time or another in various combinations.

Personally, I think people usually retain their qualities to a certain degree no matter what instrument they're using.
