Public schools tubas MS level

I am getting ready to submit a request to buy a few tubas to be used at the Middle school where I teach. Money is obviously a serious issue.

Has anyone recently purchased tubas or been on the market for beginner level BBb tubas? What instruments do you recommend and why?
