If you've been playing BBb for as long as you say and you are comfortable with it their probably isn't much reason to change now. You'll also probably be able to get more tuba for your money if you stick with BBb. I'm sure that a 4/4 tuba will probably be much more versatile than a 3/4, but that also depends on what it will be primarily used for. I'm not sure what horns you can get new for $3000 but you could probably find a very nice used horn for that price. Good Luck
