It's almost always easy to play in the low register with shallow mouthpieces on great big tubas...

I don't do this, but I've tried it and very seriously considered it more than once.
Your guess that a shallow mouthpiece works well on a B.A.T. is not a bad guess. Maybe you can get Jay B. to comment. I believe to some extent he went this route. Also, I've sold a couple of 69C4's to Norm Pearson, but I'm not certain that he used them on B.A.T.'s
