Then the parts are written in the octave they are sung. Try it yourself with a handy piano. Tenor parts written in treble cleff are an octave higher than sung but not bass cleff parts.
A good bass should be able to sing at least down to D below the bass cleff staff. Most guys in church who claim to be basses are lucky if they can get to G on the first line. Hymns are arranged to be singable by these weenies. Your tuba playing ought to sound good as written or down an octave. Other parts may be a different story.
