Charge whatever the market will bear. During college, I tutored in economics. I started charging $25/hr one semester, (the math tutors usually got around $35/hr). I had only one client and then for only one session. At $20/hr, I had more clients, but not as many as I would have had I not tried to charge $25. (It wasn't my first semester tutoring.)
I've never paid less than $20 for an hour long lesson. Considering what tuition was at my alma mater, I've probably paid as much as $50/hr. It's all about where you are and how you are perceived. Who knows, you might get more clients by charging more.
