I personally can only do it well on oboe (an instrument that I do not play well) due to the natural resistance of the oboe.

I've never heard any low brass players do this effectively (musically). I've heard some of the very best (at least most well-known) low brass players use it live and on recordings, and the accompanying snorting sounds overrule its use, as far as I'm concerned.

In the applications that I've heard during performances, there were other very easy solutions to the "problems" that were being "so-called" solved with the technique, and I'm fairly convinced it was being done for "show".
