No matter what you do, do not let them know in advance that you're flying with a tuba because they'll be looking for it when you arrive and want to charge you out your nose. When you get there, don't do anything like say "are you going to charge me for it?". Just put it down and if they give you crap, tell them the last time you flew, they didn't charge. I think most airlines have size and weight restrictions, but whether you get charged or not is pretty much up to the person behind the counter. If you make it really hard for them to charge you and get away with it, they'll hopefully back off.
