That's because Ravel, whose transcription of Pictures is the most frequently performed by orchestras, was a genius at orchestration. There are many other orchestral transcriptions of Pictures; has anyone played one that has a more engaging tuba part than Ravel's? (Yes, the PJBE arrangement is great, but non-orchestral transcriptions don't count for this inquiry.)
