Since your parents are in Michigan why don't you have them take it to Kevin Powers and see what he says. I think that it shouldn't be too expensive to fabricate a tuning slide, and the tubing could be patched. If you do that and a valve job you may be able to make it playable for around $1000 - $1500. It won't be beautiful, but it should be playable for that. To do a complete restoration could cost more like $3000. Good, 4 valve used BBb horns generally sell for between $1800 and $2500.
