Yes, but even Southwest Airlines will not pay for damage to a tuba unless there is major damage to the case. If they drop the sucker from the freight bay to the deck, as I have seem them do, then the tuba can sustain plenty of damage from its own momentum inside the case without external damage to the case. If they drive a truck over it (I've seen that, too), then they'll likely pay after you beat them over the head a few times.

Instrument insurance from Clarion, on the other hand, insures against all possible damage, as measured by what it take to repair it not by how many scratches are on the container. The only thing they don't protect against is termites and rot.
